Политическая институционализация конфликтов: возможности авторитарной и гибридной моделей

В статье рассматриваются проблемы политической институционализации конфликтов на основе использования нелиберальных подходов (авторитарного и гибридного). В основе исследования лежит концепт «нелиберального миростроительства», активно разрабатываемый в политической науке и используемый в настоящее время для анализа процессов урегулирования конфликтов на национальном и субнациональном уровнях. Проведённое исследование позволило определить возможности и ограничения указанных моделей, специфику используемых методов и достигаемых результатов институционализации. Выделены политико-режимные характеристики политической институционализации конфликтов, в прямой зависимости от которых находятся перспективы использования той или иной модели. В частности, установлено, что набор правил и норм взаимодействия ключевых акторов политики является одной из основ политического режима. Конфликты при этом рассматриваются как один из важных факторов их изменения. Обоснована зависимость направленности политической институционализации конфликтов (использование их потенциала, ограничение конфликтности и т. д.) от восприятия самих конфликтов в контексте стабильности политической системы. Либеральная модель предполагает широкое использование потенциала институтов, действующих в сфере публичной политики. Авторитарная модель ориентирована на подавление открытых проявлений конфликта, гибридная - на комбинирование норм и практик, присущих либеральной и авторитарной моделям.
